Supporting Election Day Technology for the City of Victoria
IT preparation, deployment and onsite support for municipal elections

The Challenge
Municipal elections leave no room for error: the technology has to work, across every voting location, with no do-overs once polls open. The City of Victoria needed a partner to prepare, deploy, and support election-day technology across a complex, time-sensitive environment:
- Reliable technology across 12 voting locations, some without existing network connectivity on-site
- A fixed, non-negotiable deadline: election day, with no room to slip
- Fast, responsive support once polls opened, with technicians ready to respond location by location
- A consistent, repeatable process the City could count on across election cycles
This is Tecnet’s third election engagement with the City of Victoria, following a referendum supported in 2025.

The Tecnet Solution
Tecnet took on the full IT scope for the election, from device configuration through to on-site support on election day, giving the City one accountable partner instead of several moving pieces.
Device Configuration
Every laptop and iPad is configured in Microsoft Intune and locked into kiosk mode, so each device shows voters only the election page and nothing else.
Imaging, testing, and labelling
Once configuration is complete, devices are imaged, tested, and labelled by voting location. Before full deployment, Tecnet runs a proof-of-concept demo for the City, bringing sample devices to City Hall to confirm everything works as expected.
Connectivity and backup
Tecnet configures mobile hotspots for locations without reliable network, and as a backup connection even at locations that do have network on-site, since election-day connectivity can’t be left to chance.
Pre-deployment quality checks
In an earlier cycle, several laptops weren’t found faulty until imaging was already underway, forcing a scramble for loaner devices. This year, every device is inventoried the moment it arrives — catching a dead laptop and a faulty batch of hotspots before deployment.
Election-day setup and support
On election morning, Tecnet’s team visits each location to complete cable management and confirm devices are running. Two to three technicians stay on standby, coordinating through a shared Microsoft Teams channel with City staff, if a location reports an issue (“Central Middle School is down”), a technician is on-site immediately, with configuration fixes relayed to the Intune specialist in real time.

The 2025 referendum Tecnet supported had zero critical outages on election day.
